CVCS Board of Directors

Whitney brings a unique blend of education and defense industry experience to her role on the CVCS Board. A former certified K-12 Special Education teacher in Berkeley and Charleston County school districts, she spent six years in the classroom and served as a new teacher mentor and ADEPT evaluator before transitioning to a career in defense contracting. She has over 12 years of experience managing complex engineering programs supporting the United States Marine Corps, and is also a longtime community volunteer, having served as a founding member of A Longer Table (Friends of Joseph Floyd Manor) and in leadership roles with several local youth soccer clubs.

Whitney holds a Bachelor of Science in Special Education from the College of Charleston and is a SAFe certified Agilist and Scrum Manager, currently pursuing her Project Management Professional (PMP) certification. She serves as Senior Manager of the Command and Control Innovation & Technology business unit at Imagine One Technology & Management, where she oversees operations, contract execution, and teams that directly support the Naval Information Warfare Center (NIWC) Atlantic and USMC programs.

Whitney is passionate about supporting and improving public education in South Carolina, as well as supporting her local community. Her interests include education advocacy, community outreach and fundraising, and mentoring emerging leaders within the defense contracting industry. Outside of work, she enjoys cheering on her son during basketball games, horseback riding, and managing a local boarding facility. She also loves spending time with family and friends, and traveling anytime she gets the chance.  
 

Shanecqua Frost holds a Bachelor of Science in Healthcare Administration. With more than a decade of professional leadership and administrative experience, she has proudly served on the Carolina Voyager Charter School Board of Directors since the spring of 2015. As a board member, she is dedicated to responsible governance, community engagement, and advancing the school’s mission by fostering opportunities that positively impact students, families, faculty, and staff. It is a privilege to serve the Carolina Voyager Charter School community and contribute to its continued growth and success.
 

Barbara Barlow brings 40 years of experience in public education to the Carolina Voyager Board. Before retiring from Greenville County Schools, she served as a classroom teacher, reading specialist, and school administrator. She also helped establish and open a new elementary school, where she served as principal for 10 years before relocating to Charleston.

Her additional service includes working as an adjunct professor at Southern Wesleyan University, a Guardian ad Litem in Dorchester County, and a board member for the John Wesley United Methodist Church Day School.

Barbara earned a Bachelor of Science in Elementary Education from East Tennessee State University and a Master of Education in Early Childhood Education, with a minor in Reading, from the University of South Carolina. She also completed 33 additional graduate hours in administration and supervision. Her certifications include elementary administration and supervision, elementary education, reading, and early childhood education.

Barbara and her husband serve as docents at Middleton Place. In her free time, she enjoys history, exploring Charleston, reading, walking, traveling, and cruising.

Jessica brings extensive experience in crime-victim advocacy, legal consulting, education, and community leadership to her role on the CVCS Board. Through her work with families, law enforcement agencies, solicitors’ offices, coroners, and school districts, she has built a career advocating for victims, children, and parents, often serving as a voice for those who feel unheard. Her personal experiences have strengthened her commitment to accountability, transparency, school safety, and ensuring every child has access to a supportive and inclusive learning environment.

Jessica is a University of South Carolina alumna and serves on an additional board in California, Three Hart. She is the co-founder of Project CJ, an initiative created in memory of her late son, Caleb, that focuses on teen-dating-violence & bullying  education, scholarships, and opportunities for young people. She is also the founder of her own advocacy organization and remains actively involved in community outreach and victim support. Jessica regularly advocates for stronger laws by working with lawmakers to advance policies that improve education and protect students, educators, and families. She hopes to run for the South Carolina Senate one day, where she can help create meaningful legislation for schools and communities across the state.

As both a board member and the mother of five children, including two CVCS students, Jessica brings a deeply personal perspective to public education. She is especially passionate about special education, student safety, parent involvement, and ensuring every family has a meaningful voice in its child’s education. Outside of her professional and community work, you’ll find Jessica in Columbia, SC watching the Gamecocks,  spending time with her husband, Brandon, their children, and her mini Irish Doodle, Cooper. She also enjoys traveling,  and continuing Caleb’s legacy through service and advocacy.
